Secondary Instance Group Sandbox Stop Function Deprecated

The ability to STOP sandboxes in a Secondary Instance Group (SIG) environment is now deprecated in Control Center. Stopping a SIG sandbox has no benefit. This deprecation does not apply to On-Demand Sandboxes (ODS).
