Shipping Orders Waiting Fulfillment are ready to be shipped. This might include Shipping Orders in various states, depending on which states are enabled in the Order Management workflow. (For example, if Approvals, Assignment, and Pick/ Pack are not enabled, a Shipping Order will be Waiting Fulfillment as soon as it's sent to the fulfillment Site.)

A Shipping Order is shipped, but the shipping notice isn't returned from the 3PL. This causes the order to remain in the Waiting Fulfillment Queue. An Order Management user sees that the order has been in the Queue for a longer than expected time and contacts the 3PL to investigate why the shipping notice has not been returned.
